Fiscal Year 2009 Specialized Transportation Program
The Specialized Transportation Program, also called Section 5310, provides federal funds for mobility management projects and for the purchase of vehicles and equipment to support transportation services for the elderly and people with disabilities in Northeast Ohio. - Eligible Applicants: Private nonprofit (501(c)(3)) corporations, public bodies identified by the state as lead agencies in a coordination project, or public bodies which certify that no private nonprofit corporations exist within their jurisdiction for the provision of elderly and disabled transportation.
- What is Funded: Provides 80 percent of the cost of capital items. The remaining 20 percent must be covered by local funding, which may include funding from non-U.S. Department of Transportation federal programs.
How to Apply: Funds are available each year and are distributed through a competitive application process. For fiscal year 2009, all interested applicants must submit a Letter of Intent (LOI) directly to ODOT (see documents and links below) to apply for Specialized Transportation Program funds. This step will allow ODOT to determine a potential applicant’s eligibility for the program. Only those eligible agencies that submit an LOI will receive applications from ODOT.
- September 22, 2008: Letter of Intent available from ODOT
- October 30, 2008: Letter of Intent must be received by ODOT no later than this date to determine applicant eligibility
- November 8, 2008: Those organizations submitting a Letter of Intent that are determined eligible will receive an application packet electronically or by mail on or about this date
- January 6, 2009: Deadline for public/legal notice or public hearing requirement

January 16, 2009: Completed applications are due no later than this date to:
- NOACA for organizations in Cuyahoga, Lake and Lorain counties (urbanized areas)-must be postmarked by January 16 or received by 4 p.m. if hand-delivered to NOACA’s offices
- ODOT for organizations in Geauga and Medina counties (non-urbanized areas)
